MINUTES OF THE SPECIAL COUNCIL MEETING OF THE CITY OF PARIS <br />September 26, 1978 <br />The special Council meeting of the City of Paris was held Tuesday, September <br />26, 1978, 7:00 P.M., City Council Chambers. Mayor Malone called the meeting <br />to order with the following Councilman present: B. J. Burnett, Jim Farris, <br />George Fisher, David Philley, Walter F. Williams, and Raymond Wunsch. Also <br />present were City Manager, Robert W. Sokoll, City Clerk, H. C. Greene, and <br />City Attorney, T. K. Haynes. <br />Mayor Malone announced that the Council would go into executive session for <br />the purpose of discussing personnel matters. Mayor Malone declared the <br />regular session closed and the executive session open. <br />Mr. W. C. Francis appeared before the Council during the executive session. <br />Mayor Malone declared the executive session closed and the regular session <br />open. <br />Councilman Farris made a motion to award bids that were presented to the <br />Council at its regular session on September 11, 1978 for water pumps and <br />appurtenances be approved. Motion was seconded by Councilman Philley. <br />During discussion the Mayor recommended the purchase of one pump for <br />stand by use only without purchase of appurtenances. The Question was <br />called which showed 3 ayes, and 4 nays. Councilman Williams, Councilman <br />Burnett, Councilman Wunsch, and Mayor Malone voting nay, and the motion <br />failed. <br />After discussion a motion was made by Councilman Burnett to accept the bids <br />received at the September 11th Council meeting on one pump and motor only. <br />The motion was seconded by Councilman Williams. After discussion a motion <br />was made by Councilman Burnett to amend his motion to include the purchase <br />of necessary equipment and appurtenances to install one pump and motor. <br />Motion was seconded by Councilman Williams. Mayor Malone called for the <br />vote which showed 6 ayes, one nay. Councilman Philley voting nay. <br />Further discussion was had concerning professional engineering service for <br />the study and implementation of plans for the water system. <br />A motion was made by Councilman Wunsch, to hire W. C. Francis as Consulting <br />Engineer to re -vamp the water system. Motion was seconded by Councilman <br />Williams. <br />Director of Public Works Killingsworth appeared before the Council stating <br />he would recommend the plan as presented by Shimek, Jacobs, & Finklea <br />Consulting Engineering Firm. Further discussion was had after which <br />Councilman Wunsch withdrew his motion to employee W. C. Francis as Consult- <br />ing Engineer. <br />After further discussion a motion was made by Councilman Burnett to table the <br />engineering matter. Motion was seconded by Councilman Williams and carried. <br />7 ayes, 0 nays. <br />Mayor Malone declared the regular session closed and the executive session <br />open for the purpose od discussing personnel matters. <br />
