MINUTES OF THE 'SPECIAL MEETING OF THE CITY OF PARIS <br />MAY 1, 1978 <br />A special meeting of the City Council was held on ;Monday, May 1, 1973 at <br />7:00 P.fi., Municipal Courtroom, 811 Bonham St., Paris, Texas. Mayor pro <br />tem, Walter F. Williams called the meeting to order with the following <br />councilmen present: George Fisher, Jr., Michael Malone, Raymond Wunsch, k <br />David Philley, Billy J. Burnett, James Farris. Also present were <br />City (Manager, Robert W. Sokoll, City Clerk, H. C. Greene and City Attorney, <br />T. K. Haynes. <br />Mayor pro tem William S.' announced that the special meeting was called for <br />the purpose of discussing a propose "!Notice of Intention of Purchase <br />submitted by the City of Reno for. wastewater treatment service. Assistant <br />City 11anager Greene gave background information to the Council concerning <br />the wastewater treatment service request stating that a sewer rate has <br />been approved by the City Council for the City of Reno, and that a service <br />area limit line had been approved by the City of Paris, and submitted to <br />the City of Reno. <br />Mayor pro tem Williams recognized Mr. Bob Hayter, Consulting Engineer for <br />the City of Reno for the sewer project. Mr. Hayter discussed a four page <br />document titled :'3otice of Intent to - Purchase which was review by the City <br />Council of the Reno on April 3, 1973, and authorized its presentation to <br />the City of Paris for their review and consideration. Uir Hayter advised <br />the Council that the present capacity of the Paris wastewater treatment <br />plant was 4.6H gallons daily, and that the notice of intent to purchase <br />would include a clause for the City of Paris to receive wastewater from <br />the City of Reno in an amount not to exceed an annual flow rate of .326M <br />gallons daily; that the estimated revenue to the City of Paris based on <br />the proposed rate would be $14,354.00; that the estimated cost of improve- <br />ments for oversizing of a 12" line was $15,800.00 which would include 12" <br />capacity for the City of Reno in a 27" proposed line. <br />Mr. Herl Adams, Councilman, City of Reno, appeared before the Council <br />stating that the City of Reno was interested in an agreement with the <br />City of Paris to receive and treat its wastewater without limit of any <br />service area limit line, and that the Reno council requested an answer <br />to its request at this meeting. <br />At this point Mayor pro tem Williams declared the council in executive <br />session for the purpose of discussing legal terms of a contract with the <br />City Attorney as well as claims and litigations. <br />Discussion was had with the City Attorney concerning service area limit <br />lines, maximum volume to be received by the City of Paris from the City <br />of Reno, minumum sewer rates. <br />
