Greene, City Clerk MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL November 4, 1974 The Special Meeting of the City Council of the City of Paris on November 4, 1974 at 5:15 P. M. was called to order by Mayor J. M. Brunette, with the following Councilmen present: Doyle Whitaker, Joe King,.Brad Hutchison, 0. L. Rainey, W. M. (Dub) Moore,* and Sam M. Stone. Also present were City Manager K. R. Sweatt, City Attorney T. K. Haynes, and City Clerk H. C. Greene. Mayor Brunette announced that the Special Council Meeting was called for the - purpose of holding a public hearing for annexation proceedings. Mayor Brunette declared the public hearing open. . Mr. John Devereux, local manager of Campbell Soup Company, appeared before the Council stating that his company felt that actual production was not commenced until 1965, and that the policy of the City to annex an industry located adja- cent to the City until after the plant had been in operation for at least 10 years would be honored. Mr. Devereux concluded that "although we understandably do not invite annexation at any time, we would be prepared to gracefully accept it at the Council's convenience during the calendar year 1975, with the convic- tion that all prior good faith agreements had been respected and honored." Mr. Robert McWhirter, counsel for Campbell Soup Company, was present to discuss and answer questions. After request by the Council for additional information from Mr. Devereux and Campbell Soup Company, including (1) information regarding production versus sales statistics in November, December, 1964 versus monthly 1965; (2) date of plant construction acceptance from general contractor versus dates of sales and testing operations; (3)-personnel employment statistics for November, December, 1964 versus monthly 1965; (4) copy of Resolution McWhirter referred to as statement made by City Council on or about 1958, the public hearing was declared closed. City Attorney Haynes advised the Council of the need for setting a date for the first reading of an annexation ordinance. A motion was made by Councilman Hutchi- son and seconded by Councilman Whitaker that a Special Council Meeting be called November 20, 1974 for the purpose of presenting the annexation ordinance for first reading.
