.1-50 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL November 11, 1974 The Regular Meeting of the City Council of the City of Paris on November 11, 1974 at 7:00 P. M. was called to order by Mayor J. M. Brunette, with the following Councilmen present: Doyle Whitaker, Joe King, Brad Hutchison, 0. L. Rainey, W. M. (Dub) Moore, and Sam M. Stone. Also present were 'city Manager K. R. Sweatt, City Attorney T. K. Haynes, and City Clerk H. C. Greene. Prayer was offered by Reverend Max Patterson, Pastor of-the Lamar Avenue Church of Christ. Mayor Brunette asked if there were any additions or corrections to the Minutes of the previous meetings as furnished the members of the Council. There being none, the Minutes were approved. Mayor Brunette announced that the first order of business would be considerations of recommendations made by the Planning and Zoning Commission at its meeting on November 4, 1974. Mayor Brunette declared the public hearing open on the petition. of B. P. Denney to re -zone Lot 7, Block 2, Stellrose Addition, from SF -2 to Office. Mr. Denney appeared in his own behalf, stating that the site would be used for off street parking for his business, and that a fence would be provided in accordance with existing regulations contained in the Zoning Ordinance on the north and west side of his property which is contiguous to residential property. No opposition appeared, and Mayor Brunette declared the public hearing closed. Ordinance No. 2201: "AN ORDINANCE AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY OF PARIS, PARIS, TEXAS, AND CHANGING THE BOUNDARIES ESTAB- LISHED BY THE ZONING MAP OF SAID CITY; ESTABLISHING AN OFFICE DISTRICT (0) ON LOT 7, BLOCK 2, OF THE STELLROSE ADDITION., ON PROPERTY BELONGING TO B. P. DENNEY, SO AS TO INCLUDE THEREIN TERRITORY FORMERLY DESIGNATED AS A ONE- FAMILY DWELLING DIS- TRICT NO. 2 (SF -2); AND DESIGNATING THE BOUNDARIES OF THE OFFICE DISTRICT (0) SO ESTABLISHED." was presented. A motion was made by Councilman Whitaker and seconded by Coun- cilman Stone that the Ordinance be adopted. The motion carried: 6 ayes, 0 nays. In consideration of the recommendations made by the Planning and Zoning Commission, a motion was made by Councilman Moore and seconded by Councilman Rainey that the following items be referred to the Planning and Zoning Commission for their study and recommendation and a public hearing called at the Council's next regular meeting on December 9, 1974 :. (1) consider changing all land south of the Jeffer- son Road east of 6th Street S. E. presently zoned commercial to agriculture; (2) changing all the land between old Jefferson Road and new Jefferson Road pre- sently zoned commercial to SF -2; (3) changing all the land bounded by old Jeffer- son Road, 6th Street S. E., old Paris and Mt. Pleasant Railroad right -of -way and 12th Street S. E. presently zoned commercial to SF -2. The motion carried: 6 ayes, 0 nays. (SEE CORRECTION TO MINUTES ON PAGE 160) City Attorney Haynes presented the following petition from John L. Walker and Paul R. Bercher for re- zoning a part of Lots 9, 10, 11, 12, and 13 and Lots 1 and 2, Block 4, Fort Addition, being City Block 113 -A, from 2 -F District to Office Dis- trict. Mayor Brunette referred the petition to the Planning and Zoning Commission for their study and recommendation and called for a public hearing at the next regular Council Meeting. Mayor Brunette announced that the next order of business would be consideration of recommendations made by the Traffic Commission at its meeting at 5:15 P. M. on November 11, 1974. Traffic Safety Coordinator, Jeff Holberg, advised the Coun- cil that the Traffic Commission had recommended that a No Parking zone be estab- lished on 24th Street S. E. from the railroad tracks, south, to 50 feet south of the Lamesa Heights entrance. A motion was made by Councilman Rainey and seconded by Councilman Stone that the recommendation of the Traffic Commission be approved. The motion carried: 6 ayes, 0 nays.
