<br />City Xanager Sweatt advised the Council that we have previously received tentative
<br />priority ranking for the development of the next phase of the regional sewer plan, -in-
<br />cluding construction of outfall lines and lift stations that would serve the northeast
<br />portion of the City and implement regional sewer plan provisions. He further advised
<br />that under the new rules, certain phased work must be accomplished prior to construc-
<br />tion including infiltration studies and others. Mr. Sweatt further advised that the
<br />City had been invited by the Texas Uater Quality Board to make application for grant
<br />for serer Study.
<br />fr. Robert Hayter, consulting engineer for the City for the regional sewer plan, stated
<br />that the board required three phases: (1) planning phase, (2) construction plans and
<br />specifications, and (3) construction stork. Mr. Hayter advised that the infiltration
<br />study, as Mentioned by the city manager, was to determine if Paris has storm water
<br />problems causing infiltration of water into the sanitary sewer system. City i4anager
<br />Sweatt estimated the cost of Phase 1 to be $175,000, Phase 2 - $236,000, and Phase 3 -
<br />$1.987 million dollars. Mr. Sweatt further advised that the procedure .could be for a
<br />75% grant offer to be made and that the City Council would then accept the grant offer.
<br />DuriRg the course of discussion, it was pointed out by fair. Hayter and City Manager
<br />Sovatt that no obligation to proceed with steps 2 and 3 were incurred by virtue of
<br />filing request under step l by the City, other than efforts to complete any plans de-
<br />veloped as a result of thy study.
<br />Resolution No. 1674, authorizing the city manager to execute on behalf of the City of
<br />Paris all gram:, applications, communications, documents, assurances, notices and other
<br />project related items in making application for a grant under Public Law. 92 -500 and
<br />the rules and regulations pursuant thereto, and to sign the acceptance of the grant,
<br />when made, and any other necessary documents required to complete the project on be-
<br />half of the City of Paris, was presented. A motion was made by Councilman Rainey and
<br />seconded by Councilman Hutchison for adoption of the resolution. The motion carried:

<br />WHEREAS, the City Council of the City of Paris, Paris,
<br />Texas, deems A necessary and proper to apply for a federal grant
<br />under the Federal Water Pollution Control Act Amendments of 1972,
<br />Public Lazy 92 -500, and the rules and regulations pursuant thereto;
<br />NOW, THEREFORE,
<br />BE IT RESOLVED BY THE CITY COUNCIL OF TIIE CITY OF
<br />PARIS, That Kerry R. Sweatt, City Manager of the City of Paris, or
<br />his successor, be authorized to execute in behalf of the. City of Paris
<br />all grant applications, communications, documents, assurances, no-
<br />tices and other project related items in making application for a
<br />grant under Public Latin 92 -500 and the rules and regulations pur-
<br />suant thereto, and to sign the acceptance of the grant, when made,
<br />and any other_ necessary documents required to complete the project
<br />on behalf of the City of Paris.
