307 <br />MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL <br />APRIL 14, 1975 <br />The Regular Meeting of the City Council was held on April 14, 1975 at 7:00 P.M. <br />Mayor Pro -tem Doyle Whitaker called the meeting to order with the following <br />Councilmen present: Dr. James M. Brunette, Joe King, Brad Hutchison, W. M. <br />(Dub) Moore, Sam M. Stone, and Loyd Sterling. Also present were City Manager <br />K. R. Sweatt, City Attorney T. K. Haynes, and acting City Clerk Joe McCollum. <br />The invocation was offered by Reverend James Simpson, minister of Calvary United <br />Methodist Church. <br />Mayor Pro -tem Whitaker asked if there were any corrections or additions to the <br />minutes of the previous meetings as furnished the members of the Council. <br />There being none, the minutes were approved. <br />Mayor Pro -tem Whitaker announced that the first order of business would be the <br />election of a mayor for the coming year and requested nominations. Councilman <br />Stone nominated Dr. Brunette for mayor. Councilman Hutchison moved that the <br />nominations cease, and Dr. Brunette be elected by acclamation. Councilman <br />Moore seconded the motion and the vote was unanimous with Dr. Brunette abstain- <br />ing. <br />Mayor Brunette then assumed the chairmanship of the meeting and asked for <br />nominations for Mayor Pro -tem. Councilman Moore nominated Doyle Whitaker for <br />the office of Mayor Pro -tem and it was seconded by Councilman King. Council- <br />man Hutchison then moved that the nominations cease and that Doyle Whitaker <br />be elected to-the office of Mayor .Pro -tem by acclamation. This motion was <br />unanimously approved. <br />Mayor Brunette announced the next order of business would be the consideration <br />of recommendations made by the Planning and Zoning Commission at its meeting <br />on April 7, 1975. Mayor Brunette declared the public hearing open on the <br />petition of Nathan .Bell and B. Ray Steelman for a change in zoning from a <br />One - Family Dwelling District No. 2 (SF -2) to a General Retail District on Lot. <br />A and Lots 1 thru 11, Block 2 of the Lamar Terrace Addition. The Planning <br />and Zoning Commission voted in favor of this re- zoning. <br />Mr. Steelman was present and stated that he intended to use this property for <br />his office and that he was purchasing it from the present owners Mr. Davis <br />and Mr. Fisher. It was pointed out at this time that the title of the land <br />was unclear and.if the Council was inclined to approve the zoning change, it <br />was requested that the application be tabled until the title can be cleared <br />up. Mr. Steelman also noted that a decd restriction was being removed from <br />the property and this work was almost completed. There was no one else present <br />to speak either for or against the request and Mayor Brunette declared the <br />public hearing closed. A motion was made by Councilman Stone that the <br />petition be tabled at the request of the applicant. Councilman Whitaker <br />seconded the motion. The motion carried: 7 ayes, O nays. <br />Mayor Brunette then declared the public hearing open to consider the <br />petition of Charles Greb, Inc. to re -zone the east 383 feet of Lot 4, City <br />
