OWNS A CURRENT OPTION, SO AS TO INCLUDE THEREIN TERRITORY FORMERLY DESIGNATED AS A PLANNED DEVELOPMENT DISTRICT, COMMUNITY UNIT DEVELOPMENT (PD -b),. AND DESIGNATING THE BOUNDARIES OF THE COMMERCIAL DISTRICT (C) SO ESTABLISHED." was presented. Mayor Brunette declared the public hearing open on the petition of John C. Culpepper for site plan approval of the proposed Village Green Shopping Center on Lots 3 and 4, City Block 287, located on the southwest corner of Lamar Avenue and Loop 286. Coun- cilman Hutchison requested that he be excused. A motion was made by Councilman Whitaker and seconded by Councilman Moore that Councilman Hutchison be excused.. The motion carried unanimously, and Councilman Hutchison departed the Council Chambers. Mr. Don McLaughlin, Attorney, and Mr. John C. Culpepper appeared before the Council asking approval of the site plan and stating that a shopping center was proposed for the site; that the petitioners were prepared to begin construction immediately; that .
