255 <br />MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL <br />February 17, 1975 <br />A Special Meeting of the City Council was held on February 17, 1975 at 5:15 P. M. <br />Mayor Brunette called the meeting to order with the following Councilmen present: <br />Doyle Whitaker, Joe King, Brad Hutchison, W. M. (Dub.) Moore, and Sam M. Stone. Also <br />- present were City Manager K. R. Sweatt, -City Attorney T. K. Haynes, and City Clerk <br />H. C. Greene. <br />Mr. Wayne Clement representing the Texas Highway Department appeared before the Coun- <br />cil and advised the Council of the current program of the department concerning an <br />urban system plan. Mr. Clement advised.the Council of the necessity of the City <br />establishing an urban boundary map, in that federal aid after June, 1976 for street <br />and highway construction within the City Limits could be made only in conformity with <br />urban system plan. Mr. Clement presented a map showing the boundaries as recommended <br />by the City staff and the. urban system plan within the boundary and requested tenta- <br />tive approval of the map plan. After discussion, a motion was made by Councilman <br />King and seconded by Councilman Stone that tentative approval be given to the urban <br />boundary map and the urban system plan within the boundary. The motion carried: 6 <br />ayes, 0 nays. <br />Mr. Clement advised of the completion of plans for Northwest Loop 286 and recommended _ <br />the designation of Northwest Loop as the No. i priority under the urban system plan <br />in order to get Northwest Loop under contract. <br />City Manager Sweatt stated this matter had been reviewed by the staff and recommended <br />the Northwest Loop be designated as the No. 1 priority under the City of Paris urban <br />system plan in order to expedite construction. A motion was made by Councilman Whita- <br />ker and seconded by Councilman Moore that Northwest Loop be designated No. 1 priority <br />in the urban system plan. The motion carried: 6 ayes, 4 nays. <br />Mayor Brunette called for recommendations on the bids received for'City Depository. <br />City Manager Sweatt recommended that the bid of the Liberty National Bank be declared <br />as the best bid, based on effective interest rates. A motion was made by Councilman <br />King and seconded by Councilman Hutchison that the 'bid be awarded to the Liberty Na- <br />tional Bank of Paris. The motion carried: 6 ayes, 0 nays. <br />Resolution No. 1664, designating the Liberty National Bank as the City Depository and <br />authorizing Mayor Brunette to enter into a contract with the Liberty National Bank, <br />was presented. A motion was made by Councilman Hutchison and seconded by Councilman- <br />Stone for the adoption of the resolution. The motion carried: 6 ayes, 0 nays. <br />
