736 <br />MINUTES-OF THE SPECIAL MEETING-OF THE -CITY COUNCIL <br />June 8, 1976 <br />A special meeting of the City Council was held in the Council Room of City Hall on <br />June 8, 1976 at 5:15 P: M. Mayor Brunette called the meeting to order with the fol- <br />lowing Councilmen present: David Philley, Jimmy Don Stone, and Ben Hinds. Also pre- <br />sent were City Manager K. R. Sweatt, City Attorney T.K. Haynes, and City Cleric H. C. <br />Greene. <br />Mayor Brunette declared the public hearing open on the proposed budget as presented <br />by City Manager Sweatt at. the special Council meeting held on May 28, 1976. <br />Mayor Brunette called for comments from those present in the audience, and none was <br />offered. <br />Mayor Brunette declared the public hearing closed. <br />Councilman Williams entered the Council Room and assumed his chair at the Council table. <br />City Manager Sweatt invited the attention of the Council to his letter transmitting <br />the proposed. budget and gave general comments concerning Revenues and Expenditures of <br />the operating funds. <br />Mr. Charles Neeley, representative of.Campbell Soup Company, requested information <br />concerning water.and sewer rate changes. <br />Ordinance No. 2289: <br />"AN ORDINANCE ADOPTING A BUDGET FOR'THE ENSUING'FISCAL_YEAR BEGIN- <br />NING JULY 1, 7976; AND-ENDING JUNE 30 �1977;-IN ACCORDANCE WITH <br />THE CHARTER OF THE CITY OF PARIS ;'APPROPRIATING*THE VARIOUS AMOUNTS <br />THEREOF AND REPEALING'ALL ORDINANCES'OR PARTS OF* ORDINANCES IN <br />CONFLICT THEREWITH." <br />was presented. A motion was made by Councilman Hinds and seconded by Councilman <br />Williams for the adoption of the ordinance. Mayor Brunette polled the Council showing <br />4 ayes, 1. nay, Councilman Philley voting nay. <br />City Manager Sweatt advised the Council of the need for priority designation in the <br />Urban Systems Plan and recommended that in the.event funding becomes available, the <br />City urge and request the Department of Highways and Public Transportation to com- <br />plete Loop 286 northeast as the #1 priority of the City of Paris Urban System Plan. <br />After discussion, a motion was made by Councilman Hinds and seconded by Councilman <br />Williams to establish the #1 priority in the Urban Systems Plan as completion of <br />Highway Loop 286 northeast.
