736 MINUTES-OF THE SPECIAL MEETING-OF THE -CITY COUNCIL June 8, 1976 A special meeting of the City Council was held in the Council Room of City Hall on June 8, 1976 at 5:15 P: M. Mayor Brunette called the meeting to order with the fol- lowing Councilmen present: David Philley, Jimmy Don Stone, and Ben Hinds. Also pre- sent were City Manager K. R. Sweatt, City Attorney T.K. Haynes, and City Cleric H. C. Greene. Mayor Brunette declared the public hearing open on the proposed budget as presented by City Manager Sweatt at. the special Council meeting held on May 28, 1976. Mayor Brunette called for comments from those present in the audience, and none was offered. Mayor Brunette declared the public hearing closed. Councilman Williams entered the Council Room and assumed his chair at the Council table. City Manager Sweatt invited the attention of the Council to his letter transmitting the proposed. budget and gave general comments concerning Revenues and Expenditures of the operating funds. Mr. Charles Neeley, representative of.Campbell Soup Company, requested information concerning water.and sewer rate changes. Ordinance No. 2289: "AN ORDINANCE ADOPTING A BUDGET FOR'THE ENSUING'FISCAL_YEAR BEGIN- NING JULY 1, 7976; AND-ENDING JUNE 30 �1977;-IN ACCORDANCE WITH THE CHARTER OF THE CITY OF PARIS ;'APPROPRIATING*THE VARIOUS AMOUNTS THEREOF AND REPEALING'ALL ORDINANCES'OR PARTS OF* ORDINANCES IN CONFLICT THEREWITH." was presented. A motion was made by Councilman Hinds and seconded by Councilman Williams for the adoption of the ordinance. Mayor Brunette polled the Council showing 4 ayes, 1. nay, Councilman Philley voting nay. City Manager Sweatt advised the Council of the need for priority designation in the Urban Systems Plan and recommended that in the.event funding becomes available, the City urge and request the Department of Highways and Public Transportation to com- plete Loop 286 northeast as the #1 priority of the City of Paris Urban System Plan. After discussion, a motion was made by Councilman Hinds and seconded by Councilman Williams to establish the #1 priority in the Urban Systems Plan as completion of Highway Loop 286 northeast.
