664 <br />Mayor Brunette called for a report from the committee appointed to gather information <br />concerning the franchise request of the Lamar County Human Resources Council, Inc. <br />Councilman Sterling requested Mr. Bill Lightfoot to present information in behalf of <br />the committee. Mr. Lightfoot stated that the franchise was requested for purposes <br />of providing transportation for the aged, physically and mentally handicapped persons; <br />that two 12- passenger vans would be purchased, each with a wheel chair lift attach- <br />ment; that one van would be used for servicing county routes and one would be used <br />for in -town service; that five routes were being planned for in the county and that <br />service would be provided in town from 9:00 A. M. until 4:00 P. M., with no specific <br />routes established in the City but service provided;by request; that fares would be <br />40¢ for�the first -mile and 10t for each additional mile one -way. <br />Mr. Gary O'Connor appeared before the Council in behalf of the committee, and ex- <br />plained the manner in which the rate charges were made. Mr: O'Connor stated that <br />their service was not being set up to compete with existing transportation systems' <br />and that-he-had a question as to the need for a city franchise for the system that <br />they proposed to operate. - <br />Mrs. Lucille Morgan appeared before the Council in support of 'the franchise. <br />Franchise Ordinance: <br />"AN ORDINANCE GRANTING TO LAMAR'COUNTY HUMAN RESOURCES COUNCIL, <br />INC., A FRANCHISE TO USE THE PUBLIC STREETS, ALLEYS, AND HIGH - <br />WAYS OF THE CITY OF PARIS FOR THE PURPOSE OF TRANSPORTING <br />PASSENGERS FOR HIRE THAT QUALIFY BY VIRTUE OF BEING HANDICAPPED, <br />OR AGE 65 AND OLDER, OR AN ESCORT PERSON FOR SAME, IN MOTOR <br />VEHICLES FOR A PERIOD OF FIVE (5) YEARS, BEGINNING JANUARY 1, <br />1976, AND ENDING DECEMBER 31, 1981, UPON THE TERMS AND CONDI- <br />TIONS HEREINAFTER PRESCRIBED; PROVIDING FOR THE REGULATION OF <br />SAID ORGANIZATION; PROVIDING FOR THE TERMINATION OF SUCH GRANT <br />UPON SPECIFIED CONDITIONS; PROVIDING FOR PUBLIC LIABILITY <br />INSURANCE ON THE MOTOR VEHICLES AND EQUIPMENT OF SAID GRANTEE; <br />PROVIDING FOR THE SUPERVISION OF SAID ORGANIZATION AND IN <br />SPECTION OF ITS VEHICULAR EQUIPMENT BY THE OFFICIALS OF THE , <br />CITY OF PARIS; AND PROVIDING AN EFFECTIVE DATE." <br />was presented. A motion was made by Councilman Rainey and seconded by Councilman <br />Sterling to pass on second reading. The motion carried: 3 ayes, 2 nays, Councilman <br />King and Councilman Whitaker voting nay. <br />Franchise Ordinance: <br />"AN ORDINANCE GRANTING A FRANCHISE TO THE FIRST NATIONAL BANK <br />OF PARIS, PARIS, TEXAS, TO USE A PORTION OF THE SPACE ABOVE <br />AND UNDER THE SURFACE OF THE SIDEWALK ON THE WEST SIDE OF 1ST <br />STREET, N. W., BEGINNING 32 -1/6 FEET NORTH OF THE INTERSECTION <br />OF THE STREET CURB ON THE WEST SIDE OF SAID 1ST STREET N. W., <br />WITH THE STREET CURB ON THE NORTH SIDE OF BONHAM STREET FOR <br />THE PURPOSE OF MAINTAINING A PUBLIC SERVICE INSTALLATION <br />KNOWN AS A DEPOSITORY; PROVIDING FOR A TERM OF TWENTY -FIVE it (25) YEARS; AND FIXING THE RENTAL THEREFOR. <br />
