(4) Parking study. A parking study required by this section shall be reviewed by <br />the City staff along with any traffic engineering and planning data that are <br />appropriate to the establishment of a parking requirement for the use <br />proposed. A parking study, when required by this section, shall include, but <br />not be limited to, estimates of parking requirements based on <br />recommendations in studies such as those from the Urban Land Institute, the <br />Institute of Traffic Engineers, or the Traffic Institute, and based on data <br />collected from uses or combinations of uses that are the same or comparable <br />to the proposed use. Comparability shall be determined by density, scale, bulk, <br />area, type of activity, and location. The analysis must include a shared parking <br />analysis based on the mixture of uses and corresponding peak demand. <br />Specifically, the parking required for restaurants should be included in the <br />study and be determined by the number, location, and type of restaurants <br />proposed. The study shall document the source of data used to develop <br />recommendations. <br />(5) Location. All required parking shall be located and arranged on the site to <br />insure optimal access and use. <br />(6) Fractions. When measurements determining the number of required parking <br />and loading spaces result in fractions, any fraction less than one -half (Y2) shall <br />be disregarded and any fraction of one -half (Yi) or more shall be rounded <br />upward to the next highest full number. <br />(7) Seating capacity. Where parking ratios are specified in terms of the number of <br />seats, this shall be interpreted to mean maximum seating capacity as <br />determined using the standards of the City's current adopted building code. <br />(8) Floor area. Floor area of structures devoted to off - street parking of vehicles <br />shall be excluded in computing the off - street parking and loading <br />requirements of any use." <br />Section 10. That Sections 10- 103(b),(c)in Section 10, "Off- Street Parking and <br />Loading Regulations" of Zoning Ordinance No. 1710 of the City of Texas, be, and the same is <br />hereby amended to read as follows: <br />"(b) Parking requirements for properties located within the Central Area (CA) <br />Zoning District as established by the City and which, because of the lack of <br />available space either on the premises being constructed or altered or in the <br />reasonable vicinity of the premises being constructed or altered, cannot <br />comply with the requirements of this section shall be determined by the <br />building official on a case -by -cases basis. <br />(c) The parking space requirement for a use not specifically mentioned herein <br />shall be the same as required for a use of similar nature. This requirement <br />shall be made by the city planning and engineering staff." <br />7 <br />
